The Artifact: Dynamic Media Accessibility Policy

1.0 Purpose This policy establishes the governance framework for dynamic user expression (Video/GIF Headers). Its primary objective is to mitigate health and safety risks by strictly enforcing W3C Web Content Accessibility Guidelines regarding photosensitive seizure triggers.
2.0 Media Submission and Vetting 2.1 Mandatory Safety Screening (PEA): All dynamic media assets are subject to a Photosensitive Epilepsy Analysis (PEA) prior to publication. This is a blocking control; media cannot be displayed until it passes this check.
2.2 Latency & State Management: During the upload and scanning phase (est. 10–20 seconds), media will remain in a "Processing" state. Users are prohibited from saving or publishing the profile update until the PEA returns a PASS result.
3.0 Exception Handling & Appeals 3.1 False Positive Review: Users may contest a rejection if they believe the automated PEA has misidentified content (e.g., rapid scene changes vs. strobing).
